Did you mean the option "Display delete confirmation dialog" of Recycle Bin? If so, you can modify its status by default though Group Policy:
User Configuration\Widnows Componments\File Explorer\Display Confirmatioin dialog when deleting files
For those of you running a local domain (workgroup), enabling the deletion confirmation prompt in Windows 8.1 is SIMPLE.
1) Right-click the Recycle Bin icon on your desktop,
2) Choose PROPERTIES,
3) Place a checkmark in the "Display delete confirmation dialog".
NOTE: I suggest not having a checkmark on "Don't move files to the Recycle Bin", as this will bypass the recycle bin and permanently delete files.
Now, you'll be prompted with "Are you sure you want to move this file to the Recycle Bin?" dialog, when deleting files from Windows Explorer.

User Configuration - Policies - Administrative Templates - Windows Components - Windows Explorer ->
Display confirmation dialog when deleting files.
